What is happening to the Cooperative Information Network (CIN)?
-CIN will officially dissolve on September 30th, 2025

Why?
-There have been ongoing issues with CIN’s Joint Powers Agreement (JPA), the legal framework that governs the consortium. Disagreements over how the JPA should be updated or enforced have created tension and made collaboration increasingly difficult.
-Additionally, recent policy changes have affected other libraries in CIN and their ability to effectively serve their patrons.

Will a new network be created?
-A new network, called InlandShare Library Group (ILG), has been created and will include:
–Coeur d’Alene Public Library
–Kellogg Public Library
–Liberty Lake Library
–Mullan Library
–Osburn Public Library
–Pend Oreielle County Library District-Calispel Valley, Ione, Metalines, Newport
–Plummer Public Library
–Priest Lake Public Library
–Silver Hills Library
–St. Maries Public Library
–Wallace High School
–Wallace Public Library
–West Bonner Library District-Blanchard & Priest River

What’s changing?
-InlandShare Library Group, Community Library Network, and Benewah County Library Free District will not share print and digital resources
-InlandShare Library Group will share print and digital media between its member libraries
-Community Library Network (Hayden, Post Falls, Athol, Rathdrum, Harrison, Spirit Lake, and Pinehurst) will share print and digital media between its member libraries
-Benewah County Library Free District (Tensed and Tri-Community Library) will share print and digital media between its member libraries

What if I want a library card from a library outside of my group/district/network?
-Each group/district/network will determine its own approach.
-InlandShare Library Group (ILG) will be charging for non-resident cards
-Coeur d’Alene Public Library charges $30 for non-resident cards

What is happening to e-resources such as Libby/overdrive?
-The items in CIN’s shared Libby/OverDrive catalog will be split amongst the groups/districts/networks. Check with your library for updates
-No decisions have been made regarding the future of the CIN’s shared Libby/OverDrive catalog.
We do not yet know how long CIN accounts will continue to function as they currently do
-Reminder – Patrons can use their credentials to log in to other Idaho libraries and access their available items through the IDEA program.

When will changes start happening?
-August 1, 2025
–Holds between InlandShare Library Group, Community Library Network, and Benewah County Library Free District will be turned off
–Holds within your group/district/network (based on your tax district) will continue.
-Pickup locations will be limited to your group/district/network.
–Any holds that cannot be filled by your group/district/network will be retained and not addressed until after October 1, 2025. This will allow individual libraries to address gaps where possible after the transition
–Any items checked out directly from a library outside your library district/network after August 1 must be returned to that same library
–September 30, 2025 – CIN is fully dissolved
–Between August 1, 2025 and September 30, 2025, libraries will be updating patron records. Non-resident accounts and accounts with home branches outside their taxing area will be reassigned to a library within their tax district.
–October 1, 2025 – All groups/districts/networks will transition to independent systems.

What about my Library’s Interlibrary Loan Service (ILL)?
-Your library’s Interlibrary Loan service will continue to function and will be available to the patrons within its taxing district
-Policies will need to updated on what will be Interlibrary Loaned, information will be forthcoming

Will I get to keep my current Library Card number?
-We do not yet have information on decisions regarding library card numbers. Each group/district/network will determine its own approach.
